OTTAWA, February 18, 2005 ? The Honourable St?phane Dion, Minister of the Environment, has determined that a comprehensive study is the most appropriate level of environmental assessment for the proposed Orphan Basin Exploratory Offshore Drilling Project in Newfoundland.
