Subverting Kyoto

Wasn't the Kyoto Protocol conceived to help wean the world off of fossil fuels? Didn't Canada ratify it back in December 2002? Wasn't there even talk of going "beyond Kyoto" last February in the speech from the throne? As Kyoto is poised to gain binding status after the Duma vote in favour of Russian ratification last Friday, the credibility of Canada's supposed 'commitment' to the Kyoto Protocol seems to be melting away faster than a polar icecap.
