Canada disappointed by Bush move on pollution

OTTAWA – Canada, a key ally of Washington in the battle over how best to cut greenhouse gases, said on Monday it was disappointed by U.S. President George W. Bush's decision not to impose mandatory carbon dioxide emission reductions at electrical power plants.
