The federal government implemented the Mackenzie Valley Resource Management Act with the intention of providing northerners decision-making participation and responsibility in environmental and natural-resource matters. The legislation establishes co-management boards for the Sahtu and Gwich'in settlement areas with responsibilities for land use planning and for issuing land use permits and water use licences.
