Minister of the Environment David Anderson announced new regulations on September 10, 2003 requiring commercial and industrial facilities who own or control listed dangerous substances above the specified threshold quantities to prepare and implement environmental emergency plans detailing prevention, preparedness, response and recovery measure in case of an environmental emergency.
